The accuracy of the USGA
Handicap System is based upon two very important
concepts, that each player will try to make the best
score possible at every hole during a round and that
they will post all of their scores.
One way to be sure that all rounds at your club are
being posted is to periodically test compliance. Your
handicap committee or golf staff should compare who
plays on a given day against a report from the handicap
system that shows who posted scores. After a few tests,
a trend will emerge and players who fail to post will be
identified. The club should publicize that fact that the
Committee is testing for compliance and golfers who fail
to post should be notified. (Most golfers at the club
will be pleased that the Committee and golf staff are
being proactive about handicaps).
Players with missing scores should be required to post
those scores within one week. If players fail to meet
that deadline the committee should post a penalty score
for that player. The recommended penalty score to be
posted according to the USGA Handicap Manual is equal to
that player’s lowest differential in their record (very
likely their lowest score). This policy is outlined in the
USGA Handicap Manual.
Net events at your club will be greatly enhanced once
players consistently and accurately post their scores
and it is the responsibility of the Handicap Committee
to communicate policies with your membership. Please
appreciate the members of your handicap committee and
golf staff and support their efforts to make handicaps
more accurate at your club.
